The Red Tape Begins

So we are in Philadelphia working on our visa. It seems we need something called a Criminal History Record or "rap sheet". Problem 1 is that on the website of the Italian Consulate in Washington (their main office) it said you can use a local police report, which is no longer correct according to personnel at the Consulate in Philadelphia (and what we were planning to do of course). Problem 2 is that we are here only until the end of July, and that the turn around time on the federal paperwork is 4 to 6 weeks, and then the visa itself may take 3 to 15 days (not to mention that we have to go to our local police station and have the whole family fingerprinted first). Which leave us with a big problem (number 3) - how are we going to get this visa in time to leave by September 1st?
